Why is my common goldfish attacking my bubble eyed goldfish?

The tank is too small, as the above person said. You should separate them, and get them 10 gallons each, or you should upgrade your tank to get them both a 15 gallon tank. Your fish is probably attacking since he wants his space, and the new fish is not giving it to him. Good luck!
