Could deserts be made verdant?

Irrigation might be made possible by desalination of seawater. Is there an application that could be applied to deserts to inhibit rapid drainage? Some type of polymer perhaps? Something that would remain liquid when exposed to sunlight, but which solidifies in the dark environment below the sands.
