How much length will the loosest possible perm take off my hair?

I think you could possibly achieve the look of the 2nd pic without having to get a perm. After washing your hair comb it out over your head in front of your face by flipping it to the front. Then scrunch it up several times, flip it back and apply a small amount of mousse and scrunch some more. Don't comb it out and let dry naturally.
