Can a 39 years Male can marry a 23Years Female. the Male is not married before? i means still bachelor.?

the Man's religion is Islam , is 39 years old, is goning for arrange marriage, with 23 year old mature girl. never meet before, the man was not yet married due his education, bcz doing PHD abroad. what will be the cosequences. Man is physiclly Fit and smart. on Job.
